    The Committee on Budgets and the Subcommittee on Security and Defence will jointly hear the European Court of Auditors (ECA) present its report on the Preparatory Action on Defence Research (PADR), a precursor programme of the European Defence Fund (EDF) implemented by the Commission in cooperation with the European Defence Agency and with a budget of EUR 90 million for 2017-2019.
  • This Preparatory Action marked the first time that the EU budget was used to support research and development (R&D) in the defence industry.
  • The ECA found that when the EDF was established in 2021, most PADR projects were still ongoing due to delays in their implementation.
  • It recommends to define a long-term strategy, to be regularly updated to reflect changing security threats, in order to increase the presence of technology developed by the EDF in the EU defence sector.
