LISEP's TRU report for October revealed that the overall percentage of "functionally unemployed" Americans -- defined as those seeking, but unable to find, full-time employment paying above the poverty level -- dropped to 23.5%, a 0.4 percentage point decline over the previous month. By comparison, the monthly unemployment rate released by the U.S. Bureau of Labor Statistics stands at 4.6% for October, a 0.2 percentage point drop from the 4.8% rate in September.

LISEP issued its monthly True Rate of Unemployment (TRU) for September in conjunction with the quarterly True Weekly Earnings (TWE) report for the third quarter of 2021. TRU is a measure of the functionally unemployed -- the jobless, plus those seeking but unable to secure full-time employment paying above the poverty line. TWE is a measure of real median weekly earnings after adjusting for inflation, and differs from the data issued by the Bureau of Labor Statistics (BLS) through inclusion of all members of the workforce, including part-time workers and the unemployed.

This increase is contrary to numbers released by the U.S. Bureau of Labor Statistics (BLS), which reported an improvement in the jobless rate, dropping from 5.9% to 5.4%. These data indicate that while workers are finding some form of employment, overall they are losing ground in their ability to provide for a family, which is compounded by pandemic-related price spikes on essential goods and services.
